Assemblymember Mark Stone (D-Monterey Bay), Chair of the Assembly Select Committee on Coastal Protection, will be joined by Senator Hannah-Beth Jackson and Assemblymember Das Williams. The hearing includes a discussion of current oversight and regulations in California and federal waters. Panelists will come from the state government, the oil and gas industry, and environmental stakeholders.
The public is invited to comment.

This is the first committee hearing on Fracking at the Senate Natural Resources committee.

Last year the California Legislature failed to pass a moratorium on fracking and other forms of well stimulation, but did take an important step forward with SB 4 (Fran Pavley D. Agoura Hills) that brought disclosure, water monitoring and other safeguards to the extreme extraction methods that were already underway and unregulated.
Since then, public support for a moratorium has risen to counter the influence of the oil industry and new legislation has been introduced. Over the last six months more concerns have come up about chemicals, induced earthquakes, water contamination, air quality,climate change, oil train transportation and a host of other problems connected with shale oil recovery.
SB 1132, jointly authored by Senator Holly Mitchell (D. Culver City) and Senator Mark Leno (D. San Francisco), will impose a moratorium on extreme oil extraction methods in California both on-shore and off-shore, until the state study on the threats and impacts is completed and measures are in place to protect against harm.
