Support Community Choice Energy at Ventura City Council Meeting

We believe we have the votes necessary but they need a big push to get staff to put it on the agenda in time. It would be so helpful if you would contact Ventura City Council members and come to this coming Monday’s Council meeting [Monday, December 4/TODAY] and ask when will it be on the agenda. Ventura City Council meeting starts at 6 pm TODAY, Monday, December 4, 2017.

When they put it on the agenda, has to be December 11, will you help us fill every seat with people saying we want choice to not be forced to buy our electricity from the monopoly investor owned utility and instead take advantage of this limited opportunity to start next year getting cheaper and cleaner electricity from Los Angeles Community Choice Energy.

*Arrive early to the City Council meeting and fill out a speaker card and give it to the Clerk at the front. You will be given anywhere from 1, 2 or 3 minutes to speak depending on how many speakers are signed in. Make it personal. Speak from the heart.

The time to act is now for Ventura County and its ten cities, especially Oxnard, to move ahead to join a Community Choice Energy Aggregation. The quickest option that promises greater immediate competitiveness with SoCalEdison is to join Los Angeles County Community Choice Energy or LACCE. Oxnard being the largest user of electricity of any city cannot afford to lose out on the benefits of local control of clean, resilient, cost-effective energy development. The long-range forecast with SoCalEdison is higher rates and less ambition to develop local renewable energy.

By choosing to join LACCE, every resident will have a choice of 30%, 50%, or 100% renewable energy in their electricity mix. The time to join, at no cost whatsoever to a City, is by Dec. 27, with a ninety day trial period in which Oxnard can opt-out with no consequence.

The feasibility of local jurisdictions competing with SoCalEdison is proven. Several cities and counties across the state already maintain successful CCE’s, including: Marin, Sonoma, San Francisco, San Mateo County, and Lancaster. The neighboring cities of Calabasas and Agoura Hills have signed up with LACCE.

Yesterday the first of two hearings on DTSC’s Environmental Impact Report for SSFL cleanup was held. The last is tomorrow. It is critical that you come and testify if at all possible. DTSC is proposing to break its longstanding commitment for a full cleanup of the contamination and instead to just walk away from vast quantities of soil polluted with radioactivity and chemically toxic poisons.

The hearing last night was very moving —dozens of people spoke passionately about the cancers in the community and their outrage that DTSC would break its promises about cleaning up the toxic mess, and plan instead to leave it to keep migrating offsite to the people who live in the area.

This is the last hearing. PLEASE, PLEASE, if you can, come and speak (3 minutes) as part of the formal comment period. Express your dismay that the toxics agency seems to be controlled by the polluters it is supposed to regulate, like Boeing, rather than working to protect the health of the public.

The last SSFL EIR hearing is Saturday, Oct 7 – please attend and speak up for the promised full cleanup!

What to expect
When you arrive, please fill out a comment card and indicate that you would like to speak. Comments are limited to 3 minutes and are taken in the order the comment cards are submitted, so we recommend arriving early at the beginning of the open house.

Be prepared to hear a barrage of information from DTSC and Boeing surrogates on potentially harmful impacts from the cleanup. Know that many of these impacts are false or exaggerated. By far the greatest risk to the community and environment is if the contamination doesn’t get cleaned up, posing a risk both onsite and from contamination migrating offsite.

The Dept. of Toxic Substances Control (DTSC) has finally released its draft Environmental Impact Report (EIR) for the SSFL cleanup. The EIR includes proposals that violate the AOC cleanup agreements DTSC signed with the DOE and NASA for full cleanup of their SSFL areas. For Boeing’s part of SSFL, the EIR blocks from even being considered cleanup to the standards DTSC hand long promised.

The EIR also omits cancer risk information and hypes potential negative impacts of the cleanup, presenting a very inaccurate assessment of the SSFL cleanup. Tell DTSC to keep its promises and require ALL SSFL contamination to be cleaned up!

To make matters worse, Boeing has pulled out all the stops by releasing a website called “Protect Santa Susana” urging people to submit comments to DTSC and elected officials recommending a cleanup that would leave most of the contamination not cleaned up! To fight back, cleanup advocates have launched a new website, Protect Santa Susana from Boeing, that counters Boeing’s disinformation campaign. Please visit the site and share widely.

Comments on the draft EIR are one of the most important and final opportunities for the public to weigh in on the cleanup.

Please submit your comment to DTSC and attend the public hearings that DTSC is holding next week.

BACKGROUND INFORMATION
FROM — Santa Susana Field Laboratory Work Group

The Santa Susana Field Laboratory (SSFL), also known as Rocketdyne, is a former nuclear and rocket engine testing facility that is contaminated with radiological and chemical pollutants. The 2,850 acre site is near Simi Valley, Chatsworth, Canoga Park, Woodland Hills, West Hills, Westlake Village, Agoura Hills, Oak Park, Calabasas, and Thousand Oaks.

Tens of thousands of rocket tests were conducted at SSFL, resulting in significant chemical contamination. Hundreds of thousands of gallons of trichloroethylene (TCE) were used to flush out rocket test engines and then allowed to seep into the soil and groundwater. The site is also contaminated with perchlorate, dioxins, heavy metals, and volatile and semi-volatile organic compounds that can cause harm to human health.

The Department of Energy (DOE) recently released a Draft Environmental Impact Statement (DEIS) for the SSFL cleanup in which every option proposed would breach the legally binding cleanup agreement it signed in 2010 to clean up all contamination at SSFL. DOE now proposes instead to leave between 39% and 99% of the contamination not cleaned up. DOE hearings this week demonstrated public anger at DOE proposing to break its cleanup commitments, but much more is needed to ensure that DOE will uphold its SSFL cleanup commitments.
