350 VC Climate Hub has just put a $5 Low/No Income ticket to San Francisco at the Eventbrite Charter Bus ticket sales page for the Rise for Climate March on Saturday, September 8.

They have reserved a late model relatively low emissions Roadrunner Charter Bus out of Camarillo that will stop at the Unitarian-Universalist Church of Ventura at 11:30 pm next Friday, September 7, then pick up riders in Santa Barbara and Isla Vista and head north for an early morning drop-off at the Embarcadero in San Francisco.

Experienced march organizers (who did this in NYC and DC) plan a smooth pick-up. You will know where to show up at the time specified by your bus captain Amber Bassett (sometime between 3 and 5 pm) for the ride back home. You’ll get back to the UU Church around midnight. Your car is safe in the back parking lot for the day.

Pack your food and drink, including items you can leave on the bus–a pillow or two, blanket, hoodie, warm socks, maybe earplugs if you need to withdraw from the vibrant, soul-filled conversation of other riders. Pack whatever helps make the ride home more comfortable that you can feel OK leaving with your bus driver for the day. There is plenty of room for walkers and wheelchairs and strollers.

There will San Fran food trucks at the Embarcadero bus drop-off point and at the end of the march at the Civic Center where a Resource Fair of partner organizations, campaigns, and projects will showcase the work that they do, how they educate people about climate change and just transition, and where people can get involved in art, technology and economic structures for humanity’s regeneration.

The march needs us. The moment needs us to step out and shout for climate justice and a fair transition to a safe world.

Thousands have been learning songs from The Peace Poets up and down the coast during the past three weeks. Be with them singing.  The people gonna rise like the water, We’re gonna calm this crisis down. I hear the voice of my great grand-daughter singing ‘Keep It In the Ground’.

WHO:  Presenters Kimberly Rivers, Executive Director for Citizens For Responsible Oil and Gas (CFROG), and
Tomás Morales Rebecchi, Ventura County Organizer for Food and Water Watch (FFW), Field Director/Co-Campaign Manager for Measure Z, a successful voter initiative to ban fracking in Monterey Co, and on CFROG’s Board.

Rivers will summarize a current project of CFROG, which involves monitoring the results of water testing being ordered by the State Water Resources Control Board near oil waste sump pits and waste injection wells and other actions to prevent and reduce negative oil and gas effects on our local water supply.

Rebecchi will talk about his experience in December at Standing Rock, North Dakota, supporting the resistance of indigenous people to the Dakota Access Pipeline being constructed on their sacred land and under the Missouri River, as well as county initiatives to ban fracking, cyclic steam injection, and acidizing of oil wells.

Mni Wiconi Pacifica is a new local organization inspired by the resistance of indigenous people at Standing Rock, North Dakota, to protect water from being polluted.

WHY: Burning fossil fuels causes climate disruption for hundreds of years. Water is calling for our protection, for Earth and all living beings. Indigenous people are demonstrating the power of prayerful, non-violent resistance to pollution of air and water.

eacd7b82-62b0-40cd-b8ec-42e608a256b5On March 17, 2016, The CPUC commissioners will vote on whether or not to pause the proceedings pending a full environmental review at the CEC.  Oxnard Mayor Pro Tem Carmen Ramirez urges all of us to tell the PUC to tell SCE “to go back to the drawing board and do a new request for offer, which would insure that renewable energy proposals would be considered. Reliability, sea level rise and environmental justice concerns demand that any new energy source be located elsewhere for all of these reasons and more. “

“Oxnard has been subjected to bullying and abuse by Southern California Edison, the Investor Owned Utility that distributes electricity and the energy producer, NRG which owns the two power plants about to be shut down, facilities that have marred our coast for more than 50 years.”

It does not matter where you live. This beach and this climate belong to all of us. The waste and unnecessary pollution affects everyone. Environmental justice is important for everyone.

Here are some legal points:
· While the CEC—as the lead CEQA agency—has a large role to play in the consideration of environmental issues, the CPUC also has a mandate to consider environmental issues in the Public Utilities Code.

· Public Utilities Code Section 451 states, in part, “every public utility shall furnish and maintain such adequate, efficient, just, and reasonable service, instrumentalities, equipment, and facilities, including telephone facilities, as defined in Section 54.1 of the Civil Code, as are necessary to promote the safety, health, comfort, and convenience of its patrons, employees, and the public.” This broad authority of the CPUC to promote the safety, health, and comfort of the public necessarily includes consideration of environmental justice issues.

· A CPUC decision from 2007 (D0712052) states that, “some criteria for which we believe the IOUs need to provide greater weight include disproportionate resource sitings in low income and minority communities, and environmental impacts/benefits.” For almost a decade, the CPUC has believed it should consider issues of environmental justice when making decisions and in 2013 the CPUC acknowledged that SCE remains bound by these requirements.

· Commissioner Peterman’s and Commissioner Florio’s APDs lack proper consideration of legislative mandate and CPUC historical precedent. The initial Proposed Decision by Administrative Law Judge Regina M. DeAngelis must be supported.

HEALTH CONCERNS
Methane in its gas form is an asphyxiant,
which in high concentrations may displace the oxygen supply you need for breathing, especially in confined spaces. Decreased oxygen can cause suffocation and loss of consciousness. It can also cause headache, dizziness, weakness, nausea, vomiting, and loss of coordination.
